Big Idea: As power is devolved in the public service for efficiency reasons (things are most efficient when operated at the grassroots level), democratic control (which is top-down because of the nature of the elected representitive system) is lessened because there is a hierarchy of bureaucracy in between the MPs and the people doing the work. This is bad.
