International Atomic Energy Agency and its chief, Mohamed ElBaradei, have been awarded the Nobel Peace Prize: "Earlier this year, the Bush administration, with the support of some other countries, tried to stop [International Atomic Energy Agency head Mohamed ElBaradei] from being re-elected to a third term, after reportedly tapping his phones to seek evidence to discredit him."
As a diplomat, the expectation is that you have no privacy and everything thereby has to be above board.
